warmer inland on the weekend but not a big jump up. temperatures i think will just recover and get back into the 80s. by the coast i still think 50s and 60s. system moved into the pacific northwest actually settled into oregon and the southern end of that has just been sweeping in low clouds. you can see how they bank up. they'll be a decrease in the low cloud deck because it's getting so cool aloft and also the inland temperatures have been plunging there's really not a lot to support it but it's still there. and every wind direction is almost out of the west or southwest. the delta breeze howling all the way to sacramento. two 60s, san jose and san jose state. but upper 50s and mid-50s. that system continues to carve itself out right out of the portland. for this time of year that's an extremely impressive system to make it that far and have this much of an impact. low overcast drizzle fog temperatures held in check cool for july no doubt about that. today, tomorrow bottom out and then a slight increase friday as we head into the weekend. still lots of 70s in areas that should be uppe

the debt ceiling to go up and take cuts to the big three off the table. mcconnell late today put out his last chance plan. >> i would advocate that we pass legislation giving the president the authority, the authority to request of us an increase in the debt ceiling that would take us past the end of his term. that is what he has said. he said he will not sign a debt ceiling that does not take us past the end of his term. >> so mcconnell's plan would allow republicans to vote against the debt increase, but it would allow the president to increase the debt. the downside for the righties? cuts to the big three would be off the table. that's been their mission all along. the tea party jumped all over mcconnell, right wing blogger eric rashgson said mitch mcconnell is making a historic capitulation. consider sending mcconnell a weasel. john boehner is on board with the senate leader mcconnell. he ran over to fox news and did major cya. >> i think everybody believe there is needs to be a backup plan if we cannot come to an agreement, and i think mitch has done good work. >> backup plan? at th

at 30 miles per hour toward areas like lou ray and big meadows. anywhere you see an the map those shadings of yellow and orange and red, very heavy rain is coming down. and we've got flash flood warnings up for fairfax county, areas of the western district there. southern prince george's county, as well as northern charles county and prince william county, as well as up into montgomery county. we'll check out louden county. so very heavy rain. remember, turn around, don't drown. we're seeing rainfall in excess of an inch, at least, but coming down at a very good rate. our temperatures now in the 70s after climbing into the 90s. and even still down to the south, fredericksburg, still holding at 91 degrees. but the air now, getting a chance to cool down, and it will be drying out. so i expect this line of storms to be around up until about 6:00 as it makes its way southeast out of the area. so next couple of days, we're not going to be seeing heat indices up in the upper 90s anymore. your goodnight forecast, 6:00 to 9:00 p.m., upper 80s. i'll have more coming up in a couple minutes.

and what doesn't get paid. another big story right now, a massive and dangerous heat wave is gripping much of the nation. here's how it looks and feels across the country. take a look at the red quarter. temperatures expected to reach 104 degrees in parts of texas today, in the southeast, temperatures are expected to reach the upper 90s and more than just uncomfortable, it's dangerous. heat has already claimed the life of at least one person in illinois and adding to that, the heat is causing drought conditions in the deep south to intensify. also this morning, hundreds of thousands still without power in the chicago area after strong thunderstorms rolled through. officials warn the power there might not be back on until saturday. let's go live to rob marciano outdoors this morning, silly rob, in atlanta's piedmont park. sun still not up, so it's still probably manageable there. but a lot of the south waking up this morning to 80 degrees overnight or higher. >> yeah. that's the thing. really hasn't cooled down much overnight, ali. even if you're out before the sun comes up you're still fee

this theater for however long it's been now really pumps it up. i never thought there was going to be a big deficit or debt reduction deal between the two parties because it's not in the interest of either party. i think the republicans were tactically terrible because they allowed obama to sort of portray himself or present himself as the one who is above the fray and who is interested in making the most cuts to the budget and to the debt going forward. and then making it appear, not appear but it's true, the republicans are walking away from a real deal to cut spending in this country. also, it gave obama and the democrats a chance to spotlight the republicans position on taxes. there's no way to get a handle on budget deficits over the long term debt without raising somebody's taxes. >> if this is raising the white flag, if this is going against the base, what is the difference between this and cutting a deal on tax loopholes and other things that would not impact their message overall. what makes this better? >> this is horrible. >> it's stupid. >> it's a nightmare. it's cynical. the se

question is whether they can move, pasoo move past thinking about this big deal, move towards the possibility of a 2 1/2 trillion dollars deal, and whether they can come to some conclusion that that's not going to work, it's not going to get past the house, if it has any tax increases. that's the bottom line. we've heard it from speaker boehner on my show yesterday. it's just a matter of head counting. and now you have senator mcconnell's plan out there that he describes as a last ditch effort, but it's already getting praised by democrats like senator reid and house speaker nancy pelosi, so the going bet now inside washington is that they'll continue to talk to try to get to some bigger deal, but that the escape valve is there and it may be in the form of senator mcconnell's potential. martha: that raises a lot of questions about how a deal that looks like that would do in the house. and we heard president obama last night in an interview basically saying if they don't come to a deal, social security checks are in jeopardy, as westerly as august 3rd. here's a piece of sound,

our fiscal house in order, they say, and they want big spending cuts in exchange for raising the debt ceiling. i will say, though, house republican leaders, they seem to at least be publicly more open to the idea. john boehner, the house speaker, even saying yesterday that he thinks mitch mcconnell has done very good work. we've also heard from some democrats, suzanne, that they seem to be open to the idea as well. one important point to make. while this doesn't require spending cuts, this mcconnell plan does have a catch. it would force very politically tough votes ahead of the 2012 election that republicans opposed to the debt ceiling could be on the record opposing, and also it's designed to then put the full responsibility of raising this debt ceiling of this new debt right in the lap of the president. there is some planning there. >> kate, how much do you understand what's going on here? obviously you've got the president, you have democrats, you have republicans, but republicans are even divided amongst themselves in this debate and it seems like there is a rift now between john
